Pacorips Authority and Limits: What Pacorips May and May Never Do
Pacorips is powerful because it remembers, but it is limited because people must still judge.

Pacorips is one of the strongest systems in the Trott Bailey Family Kingdom because it can remember what people forget.
It can remember family needs, youth readiness, worker risk, food truth, clean-return routes, Makji movement, public comfort pressure, reward proof, and district patterns. It can help the ruling family, stewards, elders, judges, workers, and citizens see what is happening before problems become crisis.
But a system that remembers many things must have limits.
Pacorips may remember, verify, route, and recommend — but it must not replace human judgment.
1. Why Authority Limits Matter
Pacorips exists to help the kingdom remember to care. That makes it useful. But without authority limits, a care-memory system can drift into control.
If Pacorips records a family need, that should help the family receive support. It should not trap the family in a label. If Pacorips notices a youth gift, that should open a path of encouragement. It should not force the child into a life assignment. If Pacorips tracks worker risk, that should protect the worker. It should not become productivity policing.
That is why Pacorips needs a clear boundary between what it may do and what it may never do.
Power without limits becomes danger. Memory without wisdom becomes control.
2. What Pacorips May Record
Pacorips may record information that helps the kingdom support, verify, route, protect, or correct.
It may record family support needs, household rhythm, parent relief needs, elder needs, child support needs, youth readiness, voluntary challenge proof, food origin, food safety checks, worker exposure risks, clean-return routes, public comfort pressure, Makji eligibility, reward proof, and resource requests.
It may also record repeated patterns, because patterns reveal what one event cannot show.
Pacorips may record what is needed for care, truth, safety, routing, and support. It may not record people for suspicion, control, or humiliation.

3. What Pacorips May Verify
Pacorips may verify process completion.
This means Pacorips can help confirm that a route, task, check, challenge, support request, or safety step happened.
It may verify that food was tested, a batch was recorded, a reusable vessel returned, a textile route completed, a worker received protective gear, a Makji booking was registered, a youth challenge was completed, a family challenge proof was submitted, or a clean-return load reached the correct destination.
But Pacorips must not confuse process verification with moral judgment.
Pacorips may verify that something happened. It may not declare a person’s worth.

4. What Pacorips May Route
Pacorips may route needs, people, materials, evidence, and requests toward the right human or district body.
A family may be routed to parent relief, food support, Baby World help, Makji review, elder counsel, Sherika receiving, or a district steward. A youth may be routed to a mentor, workshop, voluntary challenge, apprenticeship observation, or gift-discovery path. A worker risk may be routed to Service Shadow review, gear support, degearing, tool inspection, or safety correction.
A material stream may be routed to biodigestion, mulching, wash-and-return, textile washing, review, repair, parts recovery, or controlled incineration approval.
Routing is not punishment. Routing is how the kingdom sends the right need to the right place.

5. What Pacorips May Recommend
Pacorips may recommend action when its records, reports, or patterns show that support may be needed.
It may recommend a steward review, elder conversation, judge review, food hold, worker protection, route correction, capacity expansion, Baby World support, family relief, public comfort response, youth mentorship, Makji readiness review, repair inspection, or resource-allocation review.
But recommendation is not the same as final authority.
Pacorips can say, “This needs review.” Pacorips can say, “This route is overloaded.” Pacorips can say, “This evidence conflicts.” Pacorips can say, “This family may need support.” Pacorips can say, “This worker risk is repeating.”
Pacorips must not say, “This person is guilty,” “This child is inferior,” “This family is shameful,” or “This worker is lazy.”
Pacorips may raise the question. Humans must judge the answer.
6. What Pacorips May Never Decide Alone
Pacorips may not make final decisions that define a person’s life, worth, guilt, punishment, public shame, family status, or youth future.
Pacorips may not decide alone to punish a citizen, remove a child from a path, force a youth into a role, shame a household, deny a family future support, blame a worker, expose a private record, confiscate a resource, or make final judgment in a dispute.
These decisions require human authority because they affect dignity, fairness, context, and consequence.
Pacorips can support judgment. Pacorips cannot become judgment.
7. The Human Authority Chain
Pacorips serves the kingdom’s human authority chain. It does not replace it.

Grand Pacorips helps the ruling family read kingdom-wide patterns. It supports sovereign judgment; it does not replace it.
Judge Authority
Judges handle disputes, evidence conflicts, contested decisions, appeals, and serious consequences.
Elder Authority
Elders help interpret family context, youth growth, community correction, wisdom, and reconciliation.
Steward Authority
Stewards inspect, verify, route, correct, and support inside their area of responsibility.
Citizen Authority
Citizens and families must be able to provide context, report needs, challenge records, and request correction.

Pacorips informs the authority chain. It does not become the authority chain.
8. When Human Judgment Is Required
Human judgment is required when records are incomplete, evidence conflicts, consequences may affect a person, a youth path may be shaped, a worker may be blamed, food safety is uncertain, a family record is contested, a resource request is serious, or a citizen challenges a Pacorips-supported recommendation.
Human judgment is also required when context matters.
A household may produce more food scraps because it has many children. A worker may take longer because the route is broken. A youth may fail a challenge because they were not ready, not because they lack talent. A Sabennerie may run low because public demand rose unexpectedly. A family may need more support because of a season of pressure.
Pacorips may record the pattern. Humans must understand the context.
Records show what happened. Judgment asks what it means.
9. What Happens When Pacorips Is Wrong?
Pacorips must be correctable.
A record may be incomplete. A sensor may fail. A person may report something incorrectly. A steward may misunderstand a situation. A route may be mislabeled. A family may have context that Pacorips did not capture.
When Pacorips is wrong, the correction process must protect dignity.
The record should be marked for review. Conflicting evidence should be preserved. The citizen, worker, child’s parent, family, steward, elder, or judge should be able to add context where appropriate. A corrected record should show that correction occurred rather than pretending the mistake never happened.
A wrong Pacorips record must be treated as a system problem to correct, not as a permanent stain on a person.
10. Privacy Limits
Pacorips must not expose private information simply because it can record it.
Family support needs, youth development records, household pressure, worker safety records, food allergy notes, disputed reports, and correction records must be protected from public shame.
Public boards may show system status: a route is full, a food center needs restocking, a Baby World zone needs towels, a public bathroom needs reset, or a mulcher is near capacity.
Public boards must not expose private household records or turn citizens into examples.
Pacorips should make system status visible, not household shame visible.
11. Worker Protection Limits
Pacorips may record worker risk, gear needs, route danger, repeated failures, tool condition, degearing needs, recovery needs, and public reset pressure.
But Pacorips may never turn those records into a whip over workers.
It must not become productivity policing. It must not punish a worker for bad design. It must not treat slow response as guilt without checking whether the worker lacked tools, support, rest, staffing, safety, or a functioning route.
Pacorips should protect workers from system failure, not blame workers for system failure.

12. Youth Protection Limits
Pacorips may help the kingdom notice youth gifts, challenge readiness, training patterns, mentor notes, apprenticeship interest, and repeated signs of talent.
But it may not rank youth. It may not force youth into a path. It may not make children compete for adult status. It may not preserve childhood mistakes as permanent shame. It may not let parents use youth records as status weapons.
Youth records must be developmental, protected, and human-reviewed.
Pacorips does not rank youth. Pacorips helps the kingdom notice, protect, place, and harvest talent carefully.
13. Ruling Family and Grand Pacorips Limits
Grand Pacorips helps the ruling Trott Bailey Family see the kingdom clearly.
It may show patterns across family support, Keslev food truth, Baby World pressure, Service Shadow risk, Balushu public comfort, Krubaro clean-return, Makji movement, youth gifts, reward systems, and design feedback.
But even Grand Pacorips must remain a servant of wisdom. It must not become a surveillance throne. It must not make the ruling family govern through suspicion. It must not flatten people into data.
Grand Pacorips helps ruling wisdom see clearly. It does not replace ruling wisdom.

14. The Great Anti-Drift Rule
The greatest danger is that Pacorips becomes the opposite of itself.
It was created to prevent forgetting, but it could drift into surveillance. It was created to support families, but it could drift into labeling families. It was created to notice youth gifts, but it could drift into ranking children. It was created to protect workers, but it could drift into worker policing. It was created to preserve truth, but it could drift into false certainty.
This is why Pacorips must be constitutionally limited.
Pacorips must be watched so it never becomes the thing it was created to prevent.
The Final Boundary
Pacorips may remember care.
Pacorips may record evidence.
Pacorips may verify process.
Pacorips may route support.
Pacorips may recommend review.
Pacorips may reveal patterns.
But Pacorips must never become the judge of human worth.
Pacorips is powerful because it remembers, but it is limited because people must still judge.
