CATEGORY 08 / 16 · FOUR-BELESHKY METHODOLOGY · V1.0.0

Movement is real only when families can actually go.

A country can have highways, airports, railways and millions of vehicles while families still cannot easily reach their relatives, care, learning and the rest of their land. What movement can people actually use?

The Trott Bailey benchmark makes travel free as ordinary civilization life. FEX, Yossam, Caterports, LuvYou Care-Ports, Travel Homes, the Belongings Spine and Service Shadow are authored working-system directions that join movement with care. Husband, wife, children, elders and people with disabilities must reach actual destinations, not merely see transport infrastructure on a map. Free travel is the default; stewardship, safety and rest remain essential.

Four things movement must actually deliver

A road kilometre is not a usable journey. A stop within 500 metres of buses or 1 kilometre of high-capacity transport, as used in SDG 11.2.1, indicates proximity, not reliable affordable door-to-door service. A% is population with practical movement to needed destinations. M% is the subset of A% with reliable complete no-payment travel; neither is invented from proximity, enrolment in a bus programme, or a generic mode share.

Trott Bailey Free movement Living Principle

From the family compound to the wider world, with travel cared for

A family can use Yossam for a local journey, transfer through a safe FEX network and enter a Caterport where the LuvYou Care-Port supports food, rest, baby needs and smooth transfers. The Belongings Spine sends belongings ahead. Travel Homes and destination support mean family movement does not begin and end with a paid seat. These are Trott Bailey design standards, not a claim of universal deployment.

FREE FAMILY MOVEMENTFamily TravelJourney · Care · Transfer · Arrive
Family CompoundStart with a real family journey and an actual destination
Local YossamSafe short-range and neighbourhood movement for families and elders
FEX NetworkConnected land, regional and longer-distance movement
Caterport & Care-PortCalm transfers, food, rest, children and accessible traveler care
Belongings SpinePersonal belongings arrive ahead; families travel with less weight
Travel HomesArrival, rest, exploration, family visits and movement without payment
A family can travel freely with Yossam and FEX, receive appropriate care at a Caterport and LuvYou Care-Port, and find its belongings and Travel Home ready at arrival. Transport stewardship and Shubaka deserve restoration.

Travel is free in the authored Trott Bailey standard. The methods and vehicles described are proposed civilization infrastructure, not verified national implementation. Mobility does not mean faster travel everywhere; low-need, safe walking and local life can be preferable. High Reach requires documented usable routes, safe access, frequency and payment-free journeys, including people with disabilities. Necessary Shubaka must not exhaust travel stewards.

Transportation Money Gate: does movement stay possible without payment?

Transportation is one of the five direct Money Gates (maximum 4 of 20). Physical networks may earn Mobility Capacity and A% Reach, even with paid fares. The M% subset measures reliable fully free usable journeys and MUST agree with the Transportation gate audit. The gate is separately applied in the national zero-line rule; do not subtract its points again inside Mobility.

Transportation

Full no-payment ordinary local and regional movement, measured using M% of population actually able to use it, controls the upper Reach tier.

Housing/Land

Living location affects which useful destinations are within reach; housing gate does not transfer its score to Mobility.

Healthcare

Journey to primary, maternity and emergency care should be tested as an actual destination, rather than assuming a hospital exists nearby.

Food

Travel routes can enable food access and public nourishment, but the Food gate is independently scored.

Water/Energy

Reliable energy and water underpin transport operation and safety, but do not prove no-payment travel.

The +25 free alternative requires 50%+ practical coverage and 30%+ verified fully free travel. +50 requires over 75% practical coverage AND over 30% fully free. +75 requires over 90% practical and at least 75% fully free with Gate 3+/4. +100 requires genuinely universal reliable free travel with Gate 4/4. Keep older country scores unchanged until sourced re-audit.

-100No functioning, safe network of routes, carriers or reliable local mobility; ordinary movement is largely impossible.Fewer than 5% of people can effectively make ordinary journeys to essential destinations with reliable transport.Violence, impassable routes, unsafe journeys or severe exclusion routinely prevents essential movement for most people.Mobility hardly connects people to needed care, loved ones, education or recreation; severe time and safety losses overwhelm its benefits.
-75Isolated informal rides or damaged routes exist, but usable vehicles, safety, maintenance and reliable service are gravely inadequate.5–24% can effectively travel; most residents cannot consistently reach family, care, learning and daily life.Extreme fares, dangerous conditions, multi-day delays, absent accessible alternatives or travel restrictions make everyday movement punishing.Travel remains rare, exhausting and uncertain; families lose substantial time or opportunity trying to move.
-50Basic roads, vehicles, ferries or beleshky segments exist; major gaps in frequency, connectivity, safety and maintenance remain.25–39% can reliably use adequate mobility options, with large underserved rural, peripheral or low-income populations.High compulsory fares, vehicle dependence, unsafe corridors, long travel/wait times and frequent service failures burden many households. Some useful trips happen, but long journeys, risks, missed connections and poor access reduce lasting benefit.
-25Working national or broad regional bus, land or water routes exist but many connections, accessible vehicles, transfers and safe schedules fail.40–49% have effective mobility reach; usable journeys remain unavailable to a majority.Major costs, road hazards, poor transfers, missed services or bureaucracy regularly obstruct everyday trips.Basic movement supports selected daily needs, while access to relatives, healthcare, learning and wider life remains difficult.

Evidence required

  • Network availability and operability by mode (land, beleshky, ferry, accessible walking/cycling), including rural routes and outages
  • Frequency, capacity, fleet condition, maintenance, route interchange, accessibility and reliable service schedules
  • Safe infrastructure and fatality/injury data; emergency route continuity and accessible intercity transfers

  • Connect local transport to regional lines and outlying communities with usable interchange
  • Maintain appropriate accessible vehicles, walkable approaches, sheltered stops and family-ready transfer facilities
  • Document safety, frequency, uptime and actual service capacity rather than route length alone

Transparency and improvements

What a country must actually show

A bus stop is not a usable journey

UN 11.2.1 public-transport proximity uses city-level walking-distance thresholds (typically 500 m to buses/trams, 1,000 m to high-capacity services). It does not by itself establish 75% of national population with reliable transport or 75% complete free transport. OECD accessibility research and WHO road safety indicators provide further tests.

Publish usable origin-to-destination coverage A% and complete no-payment subset M%; identify year, national population denominator, rural and island reach, age/disability access, frequency, reliability, destination sets, transfers, fares, road safety and stewardship burden.

Archive the before-and-after evidence

Mobility measures transport service and human experience of trips. Human Time assesses wider household time return, Healthcare assesses competent care, and each of five Money Gates assesses no-payment essential access. Shared facts may be cross-linked, not mechanically deducted twice.

Existing country Mobility beleshky scores, free-gate scores and ranking history remain untouched when this guide is installed. New score changes require country-specific documented research and dated before/after events.
