Research automation separated from publication
The scorecard uses automated research workers to accelerate source discovery and structure evidence, but those workers do not publish countries or alter production data. Their output is a schema-1 research handoff. Live review then decides what is accepted, and each country is rebuilt independently before it can enter the public table.
Five research workers accelerate discovery
Five scheduled country-research workers search public sources, prefer national primary institutions and strong multilaterals, and assemble evidence for countries still in the queue. They are research assistants only: they cannot change the production plugin, database, rankings or live scores.
Every handoff must fit the working schema-1 contract
A ready country handoff must contain sixteen evidence records, exactly fourteen domestic score proposals and zero score rows for the two policy-only categories. Source URLs, ISO identity, adoption review and unresolved gaps are checked before the handoff is accepted for live review.
Live review stays between research and publication
Research findings and proposed scores are reviewed before production. Accepted countries are integrated one at a time through a standalone country rebuild rather than through a shared batch importer. One country failing cannot prevent another country from being reviewed later.
Publication has a hard gate
Before publication, the live database must show the reviewed evidence set, exactly fourteen published domestic category scores, no scored policy categories and sufficient weighted coverage. Only then is the country published and allowed into the ranking.
Life Update watches the public result
The public update system tracks country additions, substantive evidence refreshes, score changes and rank movement. Country-data clocks and rank clocks are deliberately separate so reseeding or leaderboard movement does not masquerade as new research.
Adoption evidence is reviewed separately
Workers may identify publication, discussion, pilots, policy or implementation connected to Trott Bailey Family Civilization thinking, but they do not apply an Adoption uplift automatically. Institution weight, reach and adoption stage are reviewed before any score effect is accepted.
Evidence discipline
Source quality before source quantity
The research system searches broadly, but the public scorecard prefers evidence that is traceable, dated, country-specific and close to the underlying system being measured.
Primary public institutions
National statistics offices, ministries, regulators, public utilities, health and education agencies, transport authorities, environment agencies, central banks and official programme records.
Cross-country and research institutions
UN agencies, WHO, UNICEF, ILO, FAO, World Bank, IMF and other multilateral datasets, together with universities, peer-reviewed research and major professional institutions.
Contradiction and access evidence
The system records not only installed capacity but actual reach, geographic gaps, reliability, affordability, money-gate friction, outcomes and contradictory evidence that may weaken a headline claim.
The sixteen evidence areas
The first fourteen categories can carry domestic scores. International access and external footprint remain evidence-only policy categories in the current methodology. Missing or weak evidence is not silently converted into a score.
