CATEGORY 15 / 16 · INTERNATIONAL SCORING 2.0 · V1.0.0
A border crossing is not yet a welcome. Can newcomers build a life?
Visa-free lists and eVisa portals are only the doorway. The real test of international welcome is whether visitors, migrants, refugees, children and families can arrive safely, live ordinarily, remain together and take part in the society they enter.
Trott Bailey civilization sees newcomers as people with family ties, knowledge, care needs and capability to contribute. Good entry checks can protect life; arbitrary payment barriers, statelessness, wrongful removal and indefinite legal limbo keep useful life behind gates.

All nine levels ↗A vision to welcome capable families into a money-free civilization is Trott Bailey authored thinking, not an assertion that every country already operates it. Visa eligible-nationality counts, residence permits, refugee recognition, birth registration and actual integration are different measurements and must not be conflated.
Trott Bailey Family Civilization · human welcome
From crossing a border to building a family life
A visa is the beginning, not an entire welcome policy. People need lawful arrival, understandable documents, accessible ordinary care, meaningful contribution and long-term stability.
A state may apply legitimate safeguarding and identity checks. Denial without fair procedure, collective punishment by nationality, or transfers to unsafe third countries require independent case-level evidence. An online visa application is not itself proof of admission.

An international category with no sixth domestic Money Gate
Welcome is one of the two international 6% categories under International Scoring 2.0. It has no separate 0–4 direct gate. All five Money Gates remain domestic threshold tests; receiving people without giving them real food, housing, healthcare, transport and water/energy is incomplete welcome. Verify lived support without adding a second automatic deduction.
What each international level demonstrates
| Evidence position | Scoring interpretation |
|---|---|
| Systemic closure / exclusion | −100 · All four beleshkies require national laws AND lived evidence. |
| Narrow, inconsistent access | −75 / −50 / −25 · Score each beleshky separately; do not project visa statistics onto people’s lives. |
| Working but incomplete welcome | 0 · Entries, residents, refugees, children and families need distinct source evidence. |
| Broad documented access | +25 / +50 · Verify eligible countries and actual migrant family service outcomes. |
| Near-universal humane routes | +75 · Few major legal, status, protection or bureaucratic obstacles. |
| Full reliable welcome | +100 · No systemic exclusion, refoulement, childhood statelessness or paywalls; practical continuity for families. |
Food
Newcomers must be able to eat in the receiving country; useful agricultural capacity is not welcome if families stand hungry behind paywalls.
Housing / Land
Secure family settlement, shelter and appropriate land rights determine whether a welcome can mature into a home.
Healthcare
Newcomers, expectant mothers and children need practical healthcare and continuity, not simply permission to enter.
Transportation
Arrival, onward journeys and family connection require reliable, safe movement and practical support.
Water / Energy
Working household water, sanitation, electricity and clean cooking form the conditions of real family reception.
International Welcome does not use the domestic Reach-to-Clearance 2.0 population percentages. Entry breadth is eligible passport nationalities; migrant life, refugee treatment and family continuity must be assessed with suitable population denominators or documented outcomes. The older eVisa +5 automatic bonus is retired; programme breadth counts as evidence only.

- Count eligible nationalities separately for visa-free, eVisa, eTA and visa-on-arrival routes; record exclusions and duration by passport and purpose.
- Verify that an eVisa is a functioning online authorization, not merely an online appointment or pre-registration to seek a paper visa.
- Inspect official immigration law, current fees, processing time, border practice, refusals, appeal access and accessible family travel.
How a country climbs

- Simplify entry, reduce fees and avoid arbitrary refusal while preserving good safety and identity checks.
- Provide practical visitor, family, skills and transparent residency/citizenship routes without claiming publicity equals real access.

How each Welcome finding contributes to national evidence
This example is not a country assessment, and it never writes to a national score or ranking.
International Welcome = 0.25 × Entry Accessibility + 0.30 × Migrant Practical Life + 0.25 × Refugee/Neighbour Welcome + 0.20 × Flexibility/Continuity. National evidence contribution = Welcome × 0.06 before research-coverage normalization and the five domestic Money Gates. Each beleshky requires dated sources; missing research remains pending.
Actual national contribution depends on verified research coverage and normalization; the five essential Money Gates remain separate.
Measured evidence versus authored judgment
A large eVisa list cannot prove that migrant children obtain citizenship
What must be measured
Visa-free/eVisa/eTA coverage is measured using official eligibility lists by nationality and purpose. Migrant service coverage, asylum protection, family reunion and anti-statelessness require independent dated evidence across different groups. No single passport-index rank measures entire Welcome.
Four separately sourced beleshky findings are required before a country gets a new or revised International Welcome score. Record law, implementation, claimant groups, data year and source URL; eVisa reach over 100 nationalities is a verified positive only when an official list proves it.
What must remain separate
Existing Housing/Land, Food, Healthcare, Transport and Water/Energy gate findings remain separate. Document migrant treatment in Welcome; independently demonstrated outward actions belong in External Footprint; do not issue automatic duplicate deductions.
Previous international scores and their history remain unchanged. Incomplete new research is pending, not zero. Do not silently round legacy continuous beleshky values or apply this method to old profiles without re-audit.
