CATEGORY 05 / 16 · FOUR BELESHKY METHODOLOGY · V1.0.0
Energy must make ordinary family life work, safely and without payment gates.
A country can produce record electricity while a family still cooks in smoke or loses food in power cuts. The score asks whether energy becomes dependable, safe household life, without demanding money for permission.
Energy serves life when it reliably supports cooking, lighting, refrigeration, pumping, washing, care, communications, tools and climate-appropriate thermal comfort. The country must prove who benefits, how consistently, at what burden, and what capability endures.

Open all nine scoring positions ↗IEA/World Bank/WHO electricity access and clean-cooking access are separate indicators. Reach A% means the proven overlapping population with BOTH usable services; M% means the subset with complete reliable essential energy without a payment gate. Do not infer overlap from separate national totals. TBF beleshky scores are judgments against disclosed thresholds, not the measured coverage percentages themselves.
Trott Bailey Energy Operating Principle
From energy capability to easier family life
A competent Trott Bailey nucleus has energy for lighting, food storage, safe cooking, pumping, cleaning, communications, workshops and priority care. The Energy Stewards maintain distribution, batteries, protective systems and backup so families are not left to fix systemic failures alone. The household compound can host well-designed equipment and supervised family Shubaka, including skill teaching and practical upkeep without compulsory child labour.
Generation capacity, rooftop panels or a grid connection do not prove enough electricity to operate essential household uses. Clean cooking must be safe and actually used; purchased electricity and cooking fuel do not count as money-free. Backup storage and power electronics must meet relevant safety, fire, electrical and qualified-steward standards. No invented continuous-operation guarantees.
Energy systems must have safe electrical and thermal design. Families may participate in suitable Shubaka learning and upkeep, while qualified energy stewards protect hazardous systems. Essential service access never depends on performing Shubaka.

Essential household energy and the shared Water/Energy clearance
One shared Water/Energy Gate: prove each service before claiming clearance
Energy has a separate 5%-weight category score but shares ONE 0–4 direct Money Gate with Water. The joint gate asks who has BOTH safe essential domestic water AND essential household electricity/clean cooking reliably without paying. A country cannot award 4/4 for electricity alone, free water alone, a discount or a temporary donation. Actual energy free-access reach governs the upper Reach rungs; verified tariffs, disconnections, fuel collection, outages and smoke inform Friction. The national gate stays separately applied; never deduct the same numeric gate again in the Energy formula.
Electricity is not complete energy
Report effective household electricity and clean cooking/appropriate thermal service separately; prove household overlap.
Reliability must be real
Account for outages, usable power, fuel availability, safe quality and essential household load.
A% is actual complete energy
Count people with BOTH services; do not assume overlap from separate surveys.
M% is reliable free energy
Count the subset receiving the essential combined service with no ordinary payment, including cooking fuel and usable electricity.
The Water/Energy gate is shared
4/4 needs independently verified reliable no-payment water AND essential energy for 100% of people; energy alone cannot clear it.
Friction needs its own observations
Document bills, disconnections, cooking smoke, fuel collection, outages and equipment failures without automatic double subtraction.
| Effective money-free reach | Shared Water/Energy gate |
|---|---|
| Verified 0% with BOTH complete free water and essential energy | 0/4 |
| More than 0% but below 30% fully free for BOTH services | 0.5/4 |
| 30% to below 50% jointly free and usable | 1/4 |
| 50% to below 75% jointly free and usable | 2/4 |
| 75% to below 100% jointly free, reliably served | 3/4 |

Test how changes move the Energy & Household Capability score
This calculator illustrates the weighted Energy & Household Capability method. It does not alter a country, its evidence, or ranking.
Energy & Household Capability = 0.25 × Capacity + 0.35 × Reach + 0.25 × Friction + 0.15 × Return/Burden Removed. National evidence contribution = Energy × 0.05, prior to the separate national Money Gate.
Transparent country research
What a country must prove to climb
Electricity access is not automatically complete energy
A basic grid connection does not prove adequate power, continuity or clean cooking. WHO household-air-pollution evidence measures the health risks of polluting cooking technologies; it does not measure full money-free access. Where separate electricity and clean-cooking percentages exist but their actual overlap is unknown, do not invent the intersection.
Energy measures the operation of household electrical and thermal services and their direct relief. Water measures safe water and sanitation; Food measures nourishment; Human Time measures the clock hours actually returned; Housing measures the home and its use. Shared evidence supports distinct findings, never automatic duplicate points.
Document the before and after
For each country, disclose source, publication/data year, measured electricity coverage, measured clean cooking coverage, the documented combined household intersection A%, reliable non-payment combined energy subset M%, outage and smoke burden, direct Water/Energy gate documentation and evidence limitations.
This methodology page makes no changes to old country beleshky values, rankings or Money Gate audits. An individual, dated, source-backed re-audit is necessary for each rescore, with before/after history retained.
