CATEGORY 13 / 16 · FOUR-BELESHKY METHODOLOGY · V1.0.0
Justice should protect life, not bury it in bureaucracy.
Justice is not merely a courthouse, a badge, a legal code or a policy announcement. Families must be protected, recognized, heard, treated impartially and able to correct wrongdoing without being consumed by cost, delay or official obstruction.
Good gates protect people from genuine harm and prevent abuse. Bad gates protect wrongdoing, demand bribes and obstruct good people from essential life. Trott Bailey requires prompt evidence-based hearings, meaningful protection, accountable officials, enforceable rights and practical correction, including the right to submit evidence against rulers.

Abundance Adoption · Source Map
A country also changes when an idea enters its public mind
Verified public uptake of Trott Bailey Family Civilization / Abundance thinking can add a bounded bonus inside the existing relevant category. Publication is evidence that a country’s public information environment is carrying the idea; official discussion, policy and implementation carry progressively more weight. Adoption never creates a missing category score, never increases data coverage, never changes category weights, and never clears the National Abundance Gate.

All nine levels ↗The Trott Bailey same-day hearing and accountability standards are authored ideals. They are not claims of implementation in the ranked states. World Justice Project scores, crime data, registration coverage and civil justice surveys measure different populations and outcomes; none automatically establishes combined Justice Reach or equals the 25-point TBF category ladder.
Trott Bailey Family Civilization · justice standard
Evidence enters; a fair, accountable decision protects life
A justice pathway must keep a family safe before, during and after the hearing. Speed is valuable only alongside impartial investigation, reasonable opportunity to be heard, due process and reliable enforcement.
Same-day hearings are an authored objective when facts and procedural rights allow; serious cases may require longer investigation or review. A fast unfair hearing is not justice, and authorities must not suppress challenges simply to achieve a speed target.

Justice, institutional barriers and the five Money Gates
Justice has no separate sixth Money Gate; all five existing gates influence exposure to harm
Justice has no direct 0–4 Money Gate. The five existing essentials—Food, Housing/Land, Healthcare, Transportation and Water/Energy—can create or relieve exposure to official abuse and institutional obstacles. Measure those consequences here only with distinct judicial, safety or administrative evidence. Never deduct an existing gate twice.
Justice Reach is practical protection and remedy, not an index conversion
| Effective Justice Reach standard | Reach level |

| Over 90% effectively served and few material barriers | +75 Reach |
| Everyone effectively served, regardless of income or personal connections | +100 Reach |
Food
Hunger or dependence can make people vulnerable to coercion; Food measures nourishment, while Justice measures whether coercion and official wrongdoing can be corrected.
Housing / Land
Insecure tenure or arbitrary eviction creates legal harm; tenure itself is Housing/Land, while enforcement, impartial hearings and redress are Justice.
Healthcare
A protected ability to challenge negligence or unlawful care denial matters; medical treatment quality belongs in Health.
Transportation
Costly, unsafe or inaccessible journeys can block court attendance or documentation; transport coverage belongs in Mobility.
Water / Energy
Unsafe essential systems can trigger complaints and legal protection needs; direct service provision belongs in Water/Energy.
Effective Justice Reach is NOT the homicide rate, percentage of birth registration, or a WJP 0–1 index. Report separate measures (safety, identity, civil justice, criminal justice, administrative complaints) unless validated population-level joint-service evidence is available. Missing combined figures must remain unverified, never invented.

Measured conditions and TBF assessment
Justice cannot be proved by a courthouse or one index
What is observed
Use multiple independent metrics: crime and victimization, legal identity coverage, case disposition, civil justice access, corruption, due process, government accountability and public administrative reliability.
Date and locate every source. WJP eight factors are a composite of expert and household surveys, not a percent population served. UNDP SDG 16.3.3 assesses how people with disputes access a mechanism; UNICEF measures birth registration, not justice completion. Use explicit evidence limits and no fabricated combined denominators.
What is interpreted
Peace measures lived delight and public environment; Justice measures rights, lawful protection and enforceable redress. Health measures treatment, Land measures tenure, Mobility measures travel. Shared causes do not authorize duplicated outcome points without distinct proof.
Existing country scores and old continuous readings remain unchanged until individually sourced country re-audits, with rank-event history preserved.
