The UK combines a 36.7-hour average actual full-time work week with a statutory 5.6 weeks of paid annual leave and substantial reported job satisfaction. Time protection is real, but ordinary access to essentials remains tied to paid income and ONS well-being data show only 59.3% were satisfied with how they spent their time in a typical week.

The UK has large physical housing capacity but severe reach friction. In England a median home cost 7.6 times median full-time earnings in 2025 and in Wales 6.0 times. England recorded 4,793 people sleeping rough on a single autumn 2025 night, while Scotland had 19,004 households in temporary accommodation at March 2026. These are jurisdiction-specific indicators and are not presented as a single UK homelessness rate.

Trott Bailey Family Civilization Target

The end state: life beyond monetary gatekeeping

Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.

This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
