This older research pack has not yet received a direct five-part Money Gate audit. Its historical Reach/Friction evidence is compressed to a maximum transitional 4/20 so we do not invent free-access points that were never researched.

Italy — Human Time Burden

Italy has meaningful leisure and employment capacity, but family work remains strongly gendered. Istat reports women aged 15+ averaged 4 hours 15 minutes of family work per day in 2023, with a 2 hour 26 minute gender gap; among ages 45–64 the gap was 2 hours 55 minutes. A separate 2024 Istat release reports average weekday free time of 3 hours 23 minutes. The time burden is therefore substantial despite improvements.

Italy — Housing Shelter Reach

Housing-cost stress is lower than in many peer systems but not absent. Istat reports a 5.0% housing-cost overburden rate in 2025, affecting about 3 million people, while 22.6% of the population remained at risk of poverty or social exclusion. House prices rose 4.1% year-on-year in Q4 2025. Capacity is strong, but affordability and regional inequality remain real gates.

Italy — Food Nourishment Free Food

Italy has very strong food-production capacity: agricultural output was €73.6 billion in 2025 and agricultural value added €42.5 billion. Yet Istat found 5.5% of people showed at least one Food Insecurity Experience Scale signal in 2024, and Eurostat reports 9.9% could not afford a proper protein-equivalent meal every second day. Production abundance therefore does not erase household purchasing-power gates.

Italy — Water Sanitation

Italy has universal-scale water infrastructure, but distribution losses and irregular supply remain important. Istat’s SDG reporting cites network efficiency of 57.6% in 2022 and roughly one household in ten reporting irregular supply in 2024. ISPRA’s current national water report also finds only 43.6% of more than 7,700 surface water bodies in good or better ecological status/potential.

Italy — Energy Household Capability

Italy has a large and increasingly renewable power system. Terna reports 145.9 GW gross efficient power, 269.3 TWh net production and 312.2 TWh demand, with imports still material; its 2025 statistical release reports 81.7 GW of renewable capacity, 56% of installed power. Italy — Health Care Reach

Italy has universal core-service coverage and strong health outcomes. OECD 2025 reports 100% coverage for a core set of services, 83.5-year life expectancy, 1.8% reporting unmet healthcare needs, 5.4 practising doctors per 1,000 and 3.0 hospital beds per 1,000. Only 44% were satisfied with availability of quality healthcare and mandatory prepayment covered 73% of spending, so access quality and financial friction remain.

Education reach is broad, with middling-to-strong learning outcomes. In PISA 2022, 70% of Italian students reached at least Level 2 mathematics proficiency and 79% reached Level 2 or higher in reading; 7% were top performers in mathematics. Socioeconomic status still explained meaningful performance differences.

Italy — Mobility Reachability

Italy has dense road, rail, urban-transit, air and sea networks, but mobility carries cost, congestion and safety burdens. Istat reports 177,207 injury crashes, 2,868 deaths and 237,822 injuries in 2025. High physical reach is therefore discounted for road harm and household cost friction.

Italy has exceptional everyday access to coastlines, mountains, historic urban fabric, public squares, parks and cultural landscapes. Tourism recorded 458.4 million nights in 2024, while the homicide rate is very low by international standards; Istat reports 327 homicide victims in 2024 and a recent rate around 0.55 per 100,000. Italy — Living Ground Resilience

Italy protects more than 3 million hectares, about 10.5% of national land area, and Natura 2000 covers 19.3% of the territory. These are strong biodiversity assets, but ISPRA also reports continuing soil consumption above 78 km² in 2024 and environmental pressures across ecosystems. Protection coverage therefore coexists with fragmentation and land take.

Italy has substantial separate-collection and recovery infrastructure, but material throughput remains high. ISPRA reports 29.9 million tonnes of municipal waste and 67.7% separate collection in 2024, with large regional differences. Strong circularity systems therefore coexist with continued waste generation and incomplete return.

Trott Bailey Family Civilization Target

The end state: life beyond monetary gatekeeping

Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.

This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
