Recorded reasoning

Japan has high productive capacity and improving paid-leave use, but paid work still consumes substantial weekly and annual time. OECD reports 1,788 annual hours worked in 2024, above its average of 1,736; paid-leave acquisition reached 66.9% in 2024, while 7.7% of employees working at least 40 hours a week still worked 60 hours or more in 2025. The rails therefore recognize improving time protection without treating paid access to essential life as removed.

Water & Sanitation Abundance supporting evidence, citations, notes or rails changed without changing the category total.

Water & Sanitation Abundance

Category fieldBeforeAfter
Published category score63.1563.15

Category point adjustment: 0.00 category points

Recorded reasoning

Water and sanitation reach is very high. OECD reports nearly 99% access to safe water, while Japan reported FY2025 wastewater-treatment coverage of 94.0%. The remaining gap is geographically uneven: municipalities below 50,000 population were at 85.1%, and about 7.4 million people were not covered by a wastewater-treatment facility. The score therefore remains below the TBF end-state despite broad national reach.

Recorded reasoning

Japan offers extensive public natural and cultural capacity, including 35 national parks, and OECD reports that 77% of people feel safe walking alone at night. Average life satisfaction is 6.1 out of 10, below the OECD average of 6.7. A provisional 19,097 suicides were recorded for 2025, the lowest since 1978 if finalized but still a serious burden. The score recognizes public beauty and safety while retaining the measured well-being gap.

Mobility & Reachability supporting evidence, citations, notes or rails changed without changing the category total.

Mobility & Reachability

Category fieldBeforeAfter
Published category score62.2562.25

Category point adjustment: 0.00 category points

Recorded reasoning

Japan has exceptionally high-capacity rail mobility and comparatively low road-fatality burden. Rail and tram systems carried more than two billion passenger journeys in April 2026 alone, including 38.2 million Shinkansen journeys, while road deaths fell to 2,547 in 2025, the lowest since the current series began in 1948. The rails recognize strong physical reach and time-efficient public movement without assuming every rural or household mobility burden is solved.
