The rails therefore recognize improving time protection without treating paid access to essential life as removed.

The official homelessness survey is a visual count of people sleeping in specified public places and does not measure all forms of housing insecurity. Current national cost-overburden evidence in this pass is not strong enough to infer friction away, so Reach remains deliberately restrained.

Food absorbed 28.3% of consumption expenditure for two-or-more-person households in 2024, while estimated food loss remained 4.64 million tonnes in FY2023 despite a long-term reduction. The score recognizes functioning access while retaining import, price and waste friction.

The remaining gap is geographically uneven: municipalities below 50,000 population were at 85.1%, and about 7.4 million people were not covered by a wastewater-treatment facility. The score therefore remains below the TBF end-state despite broad national reach.

The rails recognize strong physical reach and time-efficient public movement without assuming every rural or household mobility burden is solved.

Japan has substantial childcare capacity and a very small measured childcare waiting list, but family continuity indicators remain under severe pressure. In 2025 births fell to 671,236 and the total fertility rate to 1.14, both record lows in their series. At April 2025 childcare capacity was about 3.03 million places, 2.68 million children were using services and 2,254 children were on waiting lists. The score credits practical childcare reach while reflecting the continuing difficulty of forming and sustaining the next generation.

The end state: life beyond monetary gatekeeping
Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.
This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
