9% weightHuman Time & Burden Return
+25.8
Whether productivity, infrastructure and institutions return usable lifetime to people and families.
TBFC target: Necessary contribution should not require people to sell most of their waking life merely to retain access to food, shelter, care and ordinary family life.
Access-gate research question: How much paid work or income-producing activity is required before an ordinary household can keep access to basic life, and what usable family time remains afterward?
Abundance Gap: +20.0
Live-reviewed Türkiye standalone research. High productive capacity coexists with heavy household cash pressure, high inflation, underutilized labour and a large unpaid-care imbalance.
Verified evidence
In 2025, housing and rent absorbed 29.3% of household consumption, transport 20.5%, and food and non-alcoholic beverages 17.3%. OECD also reports Turkish women spend about 5.2 times as much time as men on unpaid care and domestic work, while labour underutilization remained high. The combination shows substantial household time and cash are still required before ordinary life is secure.
TÜİK — Household Consumption Expenditures 2025
8% weightHousing, Shelter & Housing Reach
+30.5
Whether adequate shelter physically exists and actually reaches people without excessive cost, exclusion or vacancy mismatch.
TBFC target: Adequate family shelter should remain reachable without lifetime dependence on rent, mortgage debt or ability to pay.
Access-gate research question: What share of ordinary shelter access depends on rent, mortgage debt, purchase price or other recurring payment, and what dependable non-market routes exist at national scale?
Abundance Gap: +25.0
Live-reviewed Türkiye standalone research. Large housing and reconstruction capacity is offset by high housing/rent spending, dwelling quality problems and continuing earthquake-recovery needs.
Verified evidence
TÜİK reported that 31.3% of individuals experienced dwelling problems such as leaking roofs, damp or rot and 30.2% had heating problems linked to insulation. Housing and rent then rose to 29.3% of household consumption in 2025. Türkiye is simultaneously undertaking large earthquake-reconstruction and resilient-housing programmes, showing high capacity but incomplete shelter reach and durability.
TÜİK — Statistics on Family 2024 / housing conditions
9% weightFood, Nourishment & Free Food Abundance
+40.5
Physical food and nutrient capacity, nourishment reach, waste/loss, public edible landscapes and free food access.
TBFC target: Nutritious food should exist in multiplying abundance and remain reachable even when a household has no money to spend.
Access-gate research question: Can people obtain adequate nutritious food when they cannot pay, and are free/public/productive-food routes large enough to be ordinary rather than exceptional?
Abundance Gap: +25.0
Live-reviewed Türkiye standalone research. Strong agricultural and food capacity reaches most households, but nutritious access remains money-dependent and universal free meal access is not established.
Verified evidence
WFP describes Türkiye as a country where population-wide hunger is not the dominant condition, but where access to nutritious diets is uneven and malnutrition and obesity affect some groups. WFP has supported government work around a national school-meals programme, indicating meaningful public food capacity without evidence of universal free daily nourishment outside the money gate.
WFP — Republic of Türkiye country strategic plan 2023–2026
6% weightWater & Sanitation Abundance
+53.3
Safe water, sanitation, reliability, capture, reuse, storage and living-landscape water capacity.
TBFC target: Safe water and sanitation should be dependable life infrastructure, not conditional on household purchasing power.
Access-gate research question: Can households retain safe water and sanitation when income falls, and which payment, disconnection or infrastructure barriers interrupt access?
Abundance Gap: +5.0
Live-reviewed Türkiye standalone research. Water and sanitation networks are extensive, with high basic service reach and 79% safely managed sanitation in 2024, while treatment, loss and regional resilience remain incomplete.
Verified evidence
The 2025 WHO/UNICEF JMP report records very high basic water and sanitation coverage for Türkiye and 79% safely managed sanitation in 2024. National systems therefore provide broad physical reach, while the remaining safely managed gap, wastewater treatment, water losses and drought exposure keep the system below universal abundance.
WHO/UNICEF JMP — Progress on household drinking water, sanitation and hygiene 2000–2024
5% weightEnergy & Household Capability
+52.8
Whether usable, reliable energy reaches households and removes burdens across water, food, health, cooling, cooking and movement.
TBFC target: Essential household energy should support cooking, cooling, water, food preservation and care without money becoming the switch that turns basic capability on or off.
Access-gate research question: Can households retain essential energy for cooking, cooling, water and food preservation when they cannot pay, and how often does price or disconnection reduce capability?
Abundance Gap: +10.0
Live-reviewed Türkiye standalone research. Electricity capacity is large and renewables supplied 43% of generation in 2025, while affordability, imported fuels and fossil dependence continue to create household friction.
Verified evidence
The IEA reports that renewables supplied 43% of Türkiye’s electricity generation in 2025 and that the country has modernised energy infrastructure and expanded clean-energy capacity. At the same time, energy demand is rising, coal and imported fuels remain important, and affordability support is still needed, so abundant capacity does not remove the household money gate.
IEA — Türkiye 2026 Energy Policy Review, executive summary
7% weightHealth & Care Reach
+55.3
Whether prevention, primary care, medicine, maternity care, dentistry and specialist capability reach people when needed.
TBFC target: Prevention, maternity, dentistry, medicine and necessary treatment should be reachable because care is needed, not because payment can be produced.
Access-gate research question: Can necessary care be obtained because it is needed, or do price, insurance, employment, debt or other financial tests materially delay or prevent access?
Abundance Gap: +5.0
Live-reviewed Türkiye standalone research. Near-universal health eligibility and relatively low household out-of-pocket burden provide strong reach, though capacity, waiting-time and regional quality pressures remain.
Verified evidence
Türkiye operates broad universal health coverage. OECD comparative data show population eligibility close to universal and relatively low out-of-pocket health spending as a share of household consumption. This gives health one of Türkiye’s strongest reach profiles, although specialist capacity, waiting time and regional differences mean care is not frictionless.
OECD — Health at a Glance 2025: Türkiye
6% weightEducation & Human Capability
+46.8
Foundational learning plus practical, technical and enduring civilization capability retained by people.
TBFC target: Foundational learning and useful capability should be reachable as part of civilization life rather than purchased according to family income.
Access-gate research question: Which essential learning and capability routes are genuinely reachable regardless of family income, and where do fees, debt or paid enrichment create decisive access gaps?
Abundance Gap: +15.0
Live-reviewed Türkiye standalone research. Broad education reach and improving PISA performance coexist with a very high 18–24 NEET rate, limiting the return of schooling into usable capability for many young adults.
Verified evidence
Türkiye has broad education infrastructure and PISA 2025 science performance above the OECD average, but OECD reports that 31% of 18–24 year-olds were neither employed nor in education or training in 2025, more than twice the OECD average. Education therefore reaches widely while the conversion into stable human capability remains uneven.
OECD — Education at a Glance 2026: Türkiye
4% weightMobility & Reachability
+37.8
Local, regional and national movement that connects people to family, services, work, learning and public life without consuming excessive time.
TBFC target: Ordinary local and regional movement should be available for family, care, learning and civic life without travel becoming a paywall.
Access-gate research question: Can ordinary people reach family, care, learning and public life without high recurring fares, vehicle costs, debt or fuel dependence?
Abundance Gap: +20.0
Live-reviewed Türkiye standalone research. Large road, rail, aviation and urban-transit systems provide substantial reach, but transport absorbs a large household spending share and road deaths remain high.
Verified evidence
Türkiye has extensive national roads, railways, airports and major-city transit systems, yet mobility carries substantial cost and safety friction. TÜİK recorded 6,035 road deaths in 2025 when deaths at the scene and within 30 days are combined, while transport took 20.5% of household consumption expenditure in 2025.
TÜİK — Road Traffic Accident Statistics 2025
8% weightFamily Formation, Continuity & Child Stability
Fertility agenda · target 5.0
Family continuity is measured partly by whether children are actually multiplying. New and re-reviewed profiles use total fertility as 40% of Family Formation: 2.1 births per woman is the replacement floor and earns positive but limited credit; the authored target is 5.0.
Read A Civilization Built for Mothers and Fathers
+34.5
Conditions that let people form stable families, raise children, share parental time and continue family life without punishing material barriers.
TBFC target: People should be able to form, continue and multiply family life. Trott Bailey Family Civilization uses 5.0 children per woman as the fertility target; 2.1 is the replacement floor, not the aspiration, while housing, care, food and time should not be withheld behind financial thresholds.
Access-gate research question: How strongly do housing, childcare, health, food and work-income requirements delay or destabilize family formation and continuity, and is total fertility moving above replacement toward the 5.0-children-per-woman civilization target?
Abundance Gap: +15.0
Live-reviewed Türkiye standalone research. Family remains a strong social anchor, but fertility has fallen well below replacement and material/time pressures weigh on family formation and continuity.
Verified evidence
Türkiye remains strongly family-oriented, but the total fertility rate was 1.48 children per woman in 2025, far below replacement. Household size fell to 3.08 and one-person households reached 20.5%, while 193,793 couples divorced in 2025. The evidence suggests family attachment remains strong but material and social continuity is under pressure.
TÜİK — Women in Türkiye: A Statistical Overview 2025
5% weightLand Access & Spatial Freedom
+38.8
Whether land and settlement choice reach ordinary people rather than opportunity being functionally trapped inside expensive commercial centres.
TBFC target: Suitable productive land and settlement opportunity should not be functionally reserved for those able to outbid everyone else.
Access-gate research question: Can ordinary families gain secure use of suitable productive ground without first accumulating enough money to purchase, finance or outbid others?
Abundance Gap: +30.0
Live-reviewed Türkiye standalone research. Türkiye has large agricultural, forest and settlement capacity, but opportunity is highly urbanized and access to productive or well-located land remains strongly market-mediated.
Verified evidence
Türkiye has substantial physical land capacity: about half of land is agricultural and 29% forest, while 89% of the population lived in urban areas in 2024. The country therefore has extensive productive ground, but ordinary access to well-located housing, farmland and urban opportunity is still largely mediated through ownership, rent, finance and market price.

6% weightPeace of Mind, Happiness, Beauty & Delight
+50.5
Peace of mind, social support, everyday safety, public beauty, recreation, nature, culture and delight reachable without constant payment.
TBFC target: Beauty, nature, recreation, rest and public delight should belong to ordinary life rather than appearing mainly after payment.
Access-gate research question: How much everyday rest, nature, recreation, culture and public beauty is freely reachable, rather than principally accessed through paid venues, travel or private property?
Abundance Gap: +15.0
Live-reviewed Türkiye standalone research. A very large cultural, museum, park and library network creates real public delight, including many free services, while much entertainment and cultural access still requires payment.
Verified evidence
Türkiye had 664 museums in 2025 and museum and archaeological-site visits reached about 65.9 million. The Culture Ministry also maintains free public libraries, free internet/computer use in those libraries, and a list of museum and archaeological sites with free entry. These are genuine public-life abundance assets, though much cinema, music, tourism and leisure remains ticketed or subscription-based.
TÜİK — Cultural Heritage Statistics 2025
6% weightLiving Ground, Biodiversity & Resilience
+40.0
Whether soil, forests, wetlands, habitat, pollinators, species and water-holding landscapes are strengthening rather than being consumed.
TBFC target: Regenerating soil, water, habitat and food-bearing landscapes should be maintained as shared life-supporting capacity rather than only where a transaction makes them profitable.
Access-gate research question: Are regenerative land, water and habitat functions maintained as life-supporting infrastructure even when no direct commercial return is available?
Abundance Gap: +20.0
Live-reviewed Türkiye standalone research. Large forest and protected-area systems coexist with serious earthquake, wildfire, drought, air-pollution and climate risks; resilience investment is active but not complete.
Verified evidence
Türkiye retains large forest, agricultural and protected landscapes and continues afforestation and protected-area programmes. OECD nevertheless identifies major climate, air-quality, freshwater, waste and biodiversity pressures, while the 2023 earthquakes and recurring wildfires show the scale of resilience demands. Active reconstruction and ecosystem investment improve return but do not erase those risks.
OECD — Environment at a Glance: Türkiye
5% weightJustice, Safety & Institutional Friction
+22.8
Physical safety, usable justice, legal identity, reliable public administration and low needless institutional burden.
TBFC target: Usable justice, legal identity, safety and ordinary administration should remain accessible regardless of wealth.
Access-gate research question: Do fees, legal costs, bail, fines, documentation costs or ability to hire expertise materially change access to justice, safety or public administration?
Abundance Gap: +20.0
Live-reviewed Türkiye standalone research. Personal-security capacity is mixed with substantial institutional friction: WJP ranked Türkiye 118th of 143 on overall rule of law in 2025.
Verified evidence
The World Justice Project gave Türkiye an overall rule-of-law score of 0.41 and ranked it 118th of 143 countries in 2025. Its Order and Security factor was stronger at 0.71 and rank 79, showing that physical order and institutional rule-of-law reach do not move together. The resulting institutional friction materially reduces usable justice and confidence.
World Justice Project — Rule of Law Index 2025: Türkiye
4% weightDurability, Repair & Material Return
+29.3
Whether useful materials, infrastructure and goods are maintained, repairable, recovered and cycled instead of repeatedly becoming waste.
TBFC target: Repair, maintenance and useful material circulation should protect capability instead of forcing repeated repurchase as the default route to continued use.
Access-gate research question: Do repair and maintenance remain practically accessible, or do pricing, proprietary restrictions and replacement incentives turn continued use into repeated purchasing?
Abundance Gap: +25.0
Live-reviewed Türkiye standalone research. Strong industrial and municipal capacity exists, but landfill/disposal still dominates waste treatment and material recovery remains limited.
Verified evidence
Türkiye has substantial waste collection and industrial processing capacity, but TÜİK reports that 85.1% of total waste covered by the statistics was disposed of in spoil areas, tailings dams or regular storage facilities in 2024, while only a small share was recovered through other routes. OECD likewise notes that most municipal waste still goes to landfill, leaving large room for repair, reuse and circular return.
TÜİK — Waste Statistics 2024Trott Bailey Family Civilization Target
The end state: life beyond monetary gatekeeping
Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.
This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
