TBF reading

Germany combines strong productive capacity with materially more protected time than the longest-hours systems reviewed so far. Destatis reports a 39.9-hour average week for full-time dependent employees in 2025 and 34.0 hours across all dependent employees. The score remains below the TBF end-state because essential life is still tied to paid income and because many households must continue selling substantial weekly time to retain housing, food and other necessities.

Housing capacity is large, but reach is constrained by monetary access. In 2025, 11.2% of the population lived in households spending more than 40% of disposable income on housing, more than half of the population rented, and 474,700 people were recorded in accommodated homelessness at the January 2025 reference date. The TBF reading therefore distinguishes physical housing stock from secure, payment-independent shelter reach.

Germany has substantial food capacity, but the reach/waste picture is weaker than physical supply alone suggests. Eurostat reports that 11.0% of people in Germany could not afford a proper meal every second day in 2024, while the federal food ministry reports about 10.8 million tonnes of annual food waste. National food-waste reduction and donation activity is positive, but ordinary nourishment remains predominantly money-gated rather than a nationwide free-food abundance system.

Germany has high electrical capacity and a majority-renewable domestic generation mix, but household price friction is substantial. Renewables supplied 58.6% of domestically generated and grid-fed electricity in 2025, while Germany had the EU’s second-highest household electricity price in the second half of 2025 at €38.69 per 100 kWh. Core healthcare reach is very broad. Life expectancy was 81.5 years in 2024 in the EU/OECD country health profile. The score remains below the TBF end-state because coverage is still institutionally and financially mediated.

Childcare participation reached 37.8% for under-threes and 95.0% for ages three to under six in 2025. Trott Bailey Family Civilization Target

The end state: life beyond monetary gatekeeping

Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.

This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
