9% weightHuman Time & Burden Return
+47.5
Whether productivity, infrastructure and institutions return usable lifetime to people and families.
TBFC target: Necessary contribution should not require people to sell most of their waking life merely to retain access to food, shelter, care and ordinary family life.
Access-gate research question: How much paid work or income-producing activity is required before an ordinary household can keep access to basic life, and what usable family time remains afterward?
Abundance Gap: +15.0
The UK combines a 36.7-hour average actual full-time work week with a statutory 5.6 weeks of paid annual leave and substantial reported job satisfaction. Time protection is real, but ordinary access to essentials remains tied to paid income and ONS well-being data show only 59.3% were satisfied with how they spent their time in a typical week.

8% weightHousing, Shelter & Housing Reach
+15.5
Whether adequate shelter physically exists and actually reaches people without excessive cost, exclusion or vacancy mismatch.
TBFC target: Adequate family shelter should remain reachable without lifetime dependence on rent, mortgage debt or ability to pay.
Access-gate research question: What share of ordinary shelter access depends on rent, mortgage debt, purchase price or other recurring payment, and what dependable non-market routes exist at national scale?
Abundance Gap: +55.0
The UK has large physical housing capacity but severe reach friction. In England a median home cost 7.6 times median full-time earnings in 2025 and in Wales 6.0 times. England recorded 4,793 people sleeping rough on a single autumn 2025 night, while Scotland had 19,004 households in temporary accommodation at March 2026. These are jurisdiction-specific indicators and are not presented as a single UK homelessness rate.

9% weightFood, Nourishment & Free Food Abundance
+32.5
Physical food and nutrient capacity, nourishment reach, waste/loss, public edible landscapes and free food access.
TBFC target: Nutritious food should exist in multiplying abundance and remain reachable even when a household has no money to spend.
Access-gate research question: Can people obtain adequate nutritious food when they cannot pay, and are free/public/productive-food routes large enough to be ordinary rather than exceptional?
Abundance Gap: +25.0
Food supply capacity is substantial, but reach is incomplete: the Food Standards Agency classified 80% of respondents in England, Wales and Northern Ireland as food secure and 20% as food insecure. UK domestic production supplied an estimated 60% of all food and 72% of indigenous-type food in 2025, with large import dependence retained as a resilience limitation.

6% weightWater & Sanitation Abundance
+59.8
Safe water, sanitation, reliability, capture, reuse, storage and living-landscape water capacity.
TBFC target: Safe water and sanitation should be dependable life infrastructure, not conditional on household purchasing power.
Access-gate research question: Can households retain safe water and sanitation when income falls, and which payment, disconnection or infrastructure barriers interrupt access?
Abundance Gap: 0.0
Public drinking-water quality is extremely high in England and Wales at 99.97% regulatory compliance in 2025. The score is held below the top range because wastewater and storm-overflow burdens remain material: England recorded 291,492 monitored storm-overflow spill events in 2025, even after a large weather-influenced annual decline.

5% weightEnergy & Household Capability
+51.3
Whether usable, reliable energy reaches households and removes burdens across water, food, health, cooling, cooking and movement.
TBFC target: Essential household energy should support cooking, cooling, water, food preservation and care without money becoming the switch that turns basic capability on or off.
Access-gate research question: Can households retain essential energy for cooking, cooling, water and food preservation when they cannot pay, and how often does price or disconnection reduce capability?
Abundance Gap: 0.0
UK electricity capacity is increasingly renewable: renewables supplied 52.5% of generation in 2025. Yet the national system remained 43.5% net import dependent for total energy, and England still had an estimated 9.4% of households in fuel poverty in 2025. High technical capacity therefore coexists with household affordability and import friction.

7% weightHealth & Care Reach
+56.3
Whether prevention, primary care, medicine, maternity care, dentistry and specialist capability reach people when needed.
TBFC target: Prevention, maternity, dentistry, medicine and necessary treatment should be reachable because care is needed, not because payment can be produced.
Access-gate research question: Can necessary care be obtained because it is needed, or do price, insurance, employment, debt or other financial tests materially delay or prevent access?
Abundance Gap: +5.0
The UK has universal core health-service coverage and life expectancy near 81 years, but access friction remains visible. OECD reports 61% satisfaction with the availability of quality healthcare and 4.5% unmet healthcare needs, while ONS life tables place 2022-24 life expectancy at 83.0 years for females and 79.1 for males.

6% weightEducation & Human Capability
+55.3
Foundational learning plus practical, technical and enduring civilization capability retained by people.
TBFC target: Foundational learning and useful capability should be reachable as part of civilization life rather than purchased according to family income.
Access-gate research question: Which essential learning and capability routes are genuinely reachable regardless of family income, and where do fees, debt or paid enrichment create decisive access gaps?
Abundance Gap: +5.0
UK students remained above the OECD average in PISA 2022, with 76% reaching baseline mathematics proficiency and 80% reaching baseline reading and science proficiency. Current reach frictions remain: 18.10% of pupils in England were persistently absent in autumn 2025/26 and 13.0% of UK 16-24-year-olds were NEET in April-June 2026.

4% weightMobility & Reachability
+52.8
Local, regional and national movement that connects people to family, services, work, learning and public life without consuming excessive time.
TBFC target: Ordinary local and regional movement should be available for family, care, learning and civic life without travel becoming a paywall.
Access-gate research question: Can ordinary people reach family, care, learning and public life without high recurring fares, vehicle costs, debt or fuel dependence?
Abundance Gap: +10.0
Great Britain has very high transport capacity: rail passengers made 1.83 billion journeys in the year to March 2026. Road safety has improved over the long run and fatalities fell to 1,538 in 2025, though 29,918 people were killed or seriously injured. The score recognizes strong reach while retaining the physical cost of road harm.

8% weightFamily Formation, Continuity & Child Stability
Fertility agenda · target 5.0
Family continuity is measured partly by whether children are actually multiplying. New and re-reviewed profiles use total fertility as 40% of Family Formation: 2.1 births per woman is the replacement floor and earns positive but limited credit; the authored target is 5.0.
Read A Civilization Built for Mothers and Fathers
+19.0
Conditions that let people form stable families, raise children, share parental time and continue family life without punishing material barriers.
TBFC target: People should be able to form, continue and multiply family life. Trott Bailey Family Civilization uses 5.0 children per woman as the fertility target; 2.1 is the replacement floor, not the aspiration, while housing, care, food and time should not be withheld behind financial thresholds.
Access-gate research question: How strongly do housing, childcare, health, food and work-income requirements delay or destabilize family formation and continuity, and is total fertility moving above replacement toward the 5.0-children-per-woman civilization target?
Abundance Gap: +25.0
The UK retains strong institutional and service capacity around family life, but current family-formation and child-stability signals are weak. England and Wales recorded a total fertility rate of 1.39 in 2025, while 26% of UK children aged under 16 lived in relative low-income families after housing costs in FYE 2025. Divorce evidence is retained as an England-and-Wales measure rather than generalized to the entire UK.

5% weightLand Access & Spatial Freedom
+18.0
Whether land and settlement choice reach ordinary people rather than opportunity being functionally trapped inside expensive commercial centres.
TBFC target: Suitable productive land and settlement opportunity should not be functionally reserved for those able to outbid everyone else.
Access-gate research question: Can ordinary families gain secure use of suitable productive ground without first accumulating enough money to purchase, finance or outbid others?
Abundance Gap: +50.0
The UK has substantial productive ground: utilised agricultural area covered 69% of national land in 2025. Ordinary spatial reach is more constrained than raw land capacity implies; England data show 80% of households within a 15-minute walk of a green or blue space, leaving a meaningful access gap and not establishing household land ownership or productive-land access.

6% weightPeace of Mind, Happiness, Beauty & Delight
+45.3
Peace of mind, social support, everyday safety, public beauty, recreation, nature, culture and delight reachable without constant payment.
TBFC target: Beauty, nature, recreation, rest and public delight should belong to ordinary life rather than appearing mainly after payment.
Access-gate research question: How much everyday rest, nature, recreation, culture and public beauty is freely reachable, rather than principally accessed through paid venues, travel or private property?
Abundance Gap: +10.0
National well-being data show broad everyday capability alongside noticeable strain. In late 2025, 4.9% of adults reported low life satisfaction, 8.1% low happiness and 23.6% high anxiety; 60.9% reported visits to green and natural spaces in December 2025. England separately reports 80% of households within a 15-minute walk of green or blue space.

6% weightLiving Ground, Biodiversity & Resilience
+21.0
Whether soil, forests, wetlands, habitat, pollinators, species and water-holding landscapes are strengthening rather than being consumed.
TBFC target: Regenerating soil, water, habitat and food-bearing landscapes should be maintained as shared life-supporting capacity rather than only where a transaction makes them profitable.
Access-gate research question: Are regenerative land, water and habitat functions maintained as life-supporting infrastructure even when no direct commercial return is available?
Abundance Gap: +25.0
The UK retains large agricultural and natural-land systems, but biodiversity evidence shows severe long-run depletion. England’s monitored priority-species abundance was around 80% below its 1970 baseline by 2024 and fell around 17% between 2019 and 2024. UK habitat accounts also show mountains, moorland and heath falling from 14% of land in 1990 to 9% in 2024.

+47.5
Physical safety, usable justice, legal identity, reliable public administration and low needless institutional burden.
TBFC target: Usable justice, legal identity, safety and ordinary administration should remain accessible regardless of wealth.
Access-gate research question: Do fees, legal costs, bail, fines, documentation costs or ability to hire expertise materially change access to justice, safety or public administration?
Abundance Gap: +10.0
Physical safety is comparatively strong in the available England-and-Wales homicide series, with 499 homicides and a rate of 8.1 per million in the year ending March 2026. Institutional friction is substantial: magistrates’ open caseload reached 380,230 and Crown Court open cases 80,829 at June 2026, with 23,706 Crown Court cases open for at least a year.

TBFC target: Repair, maintenance and useful material circulation should protect capability instead of forcing repeated repurchase as the default route to continued use.
Access-gate research question: Do repair and maintenance remain practically accessible, or do pricing, proprietary restrictions and replacement incentives turn continued use into repeated purchasing?
Abundance Gap: +15.0
The UK has strong waste-recovery capability but incomplete household circularity. Household waste recycling was 44.5% in 2024 and provisional packaging recycling was 70.5% in 2025. England recovered 60.3 million tonnes of 63.3 million tonnes of non-hazardous construction and demolition waste in 2024, while 50.3% of English local-authority waste was still sent to incineration in 2024/25.

The end state: life beyond monetary gatekeeping
Trott Bailey Family Civilization treats money as an exchange tool rather than a prerequisite for access to life. The long-run abundance target is that food, water, shelter, care, education, mobility, land access and ordinary public life remain reachable even when a person cannot pay.
This target is an authored civilization standard. The diagnostic evidence score can now draw from all 16 weighted categories. The five-part Money Gate remains a separate domestic threshold asking whether food, housing/land, healthcare, transportation and water/energy are genuinely reachable without payment before any civilization can cross zero.
